Executive Committee Member – Human Resources

Overview

Every Scout district requires trustees, which form the Executive Committee, This committee oversees the administration of the district. As well as a Chair, Secretary and Treasurer, each Executive welcomes people with specific skills, and we are currently looking for someone with HR skills.

At the last census, Basingstoke East Scouts had over 900 youth members between the ages of 6 and 18 involved in our Beaver, Cub, Scout, Explorer and Young Leader sections.

There are over 200 adult volunteers, who undertake various roles including:

  • Working directly with young people
  • Managing and supporting other adults
  • Sharing expertise in programme and activities

Appointed by: District Chair subject to the relevant committee approval process.

Responsible to: District Chair

Main contacts: District Chair, District Commissioner, District Executive Members and Trustees

Main Tasks

  • To ensure the human resources are available to achieve objectives.
  • Support the recruitment and appointment processes of the District.
  • Ensure the District has a clear HR vision – which is articulated in a specific written statement.
  • Ensure there is a strategy in place for achieving this vision.
  • Foster a common culture, values and ethos across the whole District.
  • Promote the fundamental British values of democracy, the rule of law, individual liberty, and mutual respect and tolerance, which should be reflected in the Group’s policy.
  • Support the development of a performance management process for the organisation, its members and the performance management of staff.
  • Create and maintain an inclusive organisation where volunteers can work, learn and reach their full potential.
  • Review and recommend current and future strategic resourcing, training and development plans
  • Actively contribute to policy setting, strategic direction, goal and target setting, and evaluate performance against targets, budgets, plans and objectives.

Person Specification

An Executive Committee Member is expected to have:

  • A commitment to the Group’s aims and objectives
  • An understanding and acceptance of the legal duties, responsibilities and liabilities
  • An ability to think strategically
  • Good independent judgement and an open-minded approach to new ideas
  • An ability to think creatively
  • A willingness to speak his/her mind
  • A willingness to devote the necessary time and effort
  • An ability to work as part of a team

The HR Specialist is expected to have the following supplementary experience and skills:

  • Experience of HR/employment law issues and implementing them contextually
  • Ability to demonstrate a good understanding of current developments in HR, staff and
  • development training and recruitment.
  • Experience of developing, executing and then reviewing an HR strategy and related goals.
  • Ability to actively participate in discussions concerning needs of group and the members
