Executive Committee Member – Legal

Overview

Every Scout district requires trustees, which form the Executive Committee, This committee oversees the administration of the district. As well as a Chair, Secretary and Treasurer, each Executive welcomes people with specific skills, and we are currently looking for someone with legal skills.

At the last census, Basingstoke East Scouts had over 900 youth members between the ages of 6 and 18 involved in our Beaver, Cub, Scout, Explorer and Young Leader sections.

There are over 200 adult volunteers, who undertake various roles including:

  • Working directly with young people
  • Managing and supporting other adults
  • Sharing expertise in programme and activities

Appointed by: District Chair subject to the relevant committee approval process

Responsible to: District Chair

Main contacts: District Chair, District Commissioner, District Executive Members and Trustees

Main Tasks

  • Act within the strict terms of common and statutory law.
  • Make sure that the group complies with its governing document.
  • Ensure that all decisions are taken in the best interests of the group.
  • Ensure that the company complies with its legal obligations.
  • Conform to statutory duties to shareholders and other interested parties.
  • Conform to other statutory duties and regulations covering, amongst other things, statutory accounts, taxation, health and safety, employment and the environment.
  • Safeguard the assets – both physical assets, including property, and intangible ones, such as the reputation.
  • Review the compliance with relevant laws affecting the organisation.
  • Support the organisation to assess areas of legal risk.
  • Work with the organisation and its staff to develop risk management strategies in relation to legal compliance.
  • Review and provide guidance on contracts and service agreements.
  • Review and set organisational policies in relevant areas.

Person Specification

An Executive Committee Member is expected to have:

  • A commitment to the Group’s aims and objectives
  • An understanding and acceptance of the legal duties, responsibilities and liabilities
  • An ability to think strategically
  • Good independent judgement and an open-minded approach to new ideas
  • An ability to think creatively
  • A willingness to speak his/her mind
  • A willingness to devote the necessary time and effort
  • An ability to work as part of a team

The Legal Specialist is expected to have the following supplementary experience and skills:

  • Possession of a relevant legal qualification
  • Experience of providing legal support and advice
  • Ability to develop and review policy documents
  • Ability to develop and review contractual documents
